Have you changed the plugs and wires? If the plugs are very old, and the damper it is, the less it will stay running. Routine tuneup and oil changes on chevy motors and aside from a fluke parts breakage or abuse, they will last about forever.if it's tbi, check and clean all grounds, change the fuel filter, the module in distributor cap, (very rarely the distributor goes, *see bad ground) the coolant sensor (either sends too cold, putting too much fuel =running rich, or sends too hot, putting too little fuel = running lean) and also fuel pump (start with module, most of time it's that) used module is cheaper I used to cart spare in glove box and special bit for the screws.
If it's carbureted, check the fuel filter in the inlet at the carb, and also if you already changed the fuel pump, it might be faulty and not be pumping fuel.

How do I instal a timing belt on a Delta 88 Oldsmobile?

You don't list the year but i'm fairly certain your Oldsmobile has a timing chain, not a belt. A timing chain doesn't have a regular service interval and should only be changed if it's suspect of having excessive wear or other problem that requires replacement. You can tell if you have a chain or a belt by looking at the timing cover. If it's shallow and metal, it's a chain. If it's about 2-3" deep and plastic it's a belt.
