I believe its the blend door acutator but I am not sure what one or where its location is. any help would be greatly appricated.
Check the actuator motor on the heater. It is on the bottom of the heater inside mounted to the heater box. The motor moves the arms on the heater doors and directs the heat.
Both the blend door actuator that I can find on either side of the center console seem to be moving just fine when I adjust it. Is there any others?

The problem is most likely a bad dual climate control valve. This component is located on the right side near the radiator under the hood. It will have several coolant hoses hooked to it and 2 silver cylinders protruding from it. You can clamp off the heater hoses at the heater core and see if both sides cool then and this will tell you that the valve is letting coolant thru when it shouldn't be.
This will narrow it down to either the valve or the control head inside the car,or wiring in between them. The only way to narrow it down further is if you have a scan tool that could access the climate control data. Have seen several of these valves cause this concern and have only seen one control head cause it.

sounds like the leakages that operate the flapper are misaligned or bent. if its electrically operated then actuator could be going bad
SOURCE: Air blend door? Location? My 93 Towncar won't
Its behind the dashboard and should be around the middle of the dash,
Make sure the pipes are very hot to touch and not warm, If there just warm your thermostat possibly gone or the the heater core it self may be dead

Sounds to me like you've got a stuck door. One of the doors in the air ducts isn't closing/opening all the way. Possibly stuck or possibly a vacuum leak or disconnected/broken vacuum hose. Only way to know is to pull the dash apart. Sucks but gotta be done.
