Dash lights are on the same fuse as the tail lights. Dash lights not working is an indication that the tail lights are not working. The first thing to check is that the tail light fuse is not blown. Most of the time replacing the tail light fuse will restore both the tail lights and the dash/interior lights. If this is not the case you may have to trace the wires and look for a broken or unplugged wire in the harness.

THE DASH LIGHTS ARE USUALLY CONTROLLED BY A SMALL THUMB WHEEL NEAR THE HEADLIGHT SWITCH ON THE DASH. THAT IS A RHEOSTAT, THAT MAKES THE DASH LIGHTS BRIGHT & DIM. REPLACE OR BYPASS IT.

CHECK TAIL LIGHT FUSE, THAT FUSE SUPPLIES VOLTAGE TO THE DASH LIGHTS FUSE. IF THE TAIL LIGHTS ARE WORKING, CHECK THE INSTRUMENT FUSE. IF BOTH FUSES ARE GOOD, TURN THE DASH LIGHT ADJ. BACK & FORTH, IF STILL NO LIGHTS, I WOULD REPLACE THE DASH LIGHT CONTROL. WHILE CHECKING THE DASH LIGHTS YOU MAY HAVE TO COVER YOU & THE DASH WITH A BLANKET TO MAKE IT DARK AROUND THE DASH.

Section 17-01: Lighting, Exterior 1995 Town Car, Crown Victoria, Grand Marquis Workshop Manual REMOVAL AND INSTALLATION Headlamp Assembly Removal and Installation

1. WARNING: THE HALOGEN HEADLAMP BULB CONTAINS GAS UNDER PRESSURE. THE HEADLAMP BULB MAY SHATTER IF THE GLASS ENVELOPE IS SCRATCHED OR THE HEADLAMP BULB AND RETAINER (13N021) ARE DROPPED. HANDLE BULB CAREFULLY. GRASP HEADLAMP BULB AND RETAINER ONLY BY ITS PLASTIC BASE. AVOID TOUCHING GLASS ENVELOPE. KEEP HEADLAMP BULB AND RETAINER OUT OF REACH OF CHILDREN.
   NOTE: The headlamp (13008) on this vehicle does not need replacement when the headlamp bulb and retainer burns out. Refer to Headlamp Bulb for removal and installation of headlamp bulb and retainer .
   Position headlamp in the OFF position.

1. Remove headlamp dash panel junction wire (14290) from headlamp bulb and retainers by grasping wires firmly and carefully snapping connector downward.

1. NOTE: Use snap-ring pliers to spread headlamp mounting clips (13N129) , then pull straight upward to disengage.
   Remove three headlamp mounting clips attaching headlamp to radiator grille opening panel reinforcement (8A284) .

1. Remove headlamp from vehicle.

1. To install, reverse Removal procedure.

1. Aim headlamp .
   
   

The light you see is for low coolant (you can see the symbol again, you get a bulb check each time you turn the key on, it only lasts a short time) you are either low on coolant and/or the cooling fans are not coming on

There is a locking ring around the wires on the back of the headlight, under the hood. Unlock that, then pull the socket and bulb backward, together as a unit.

Be VERY careful not to touch the "glass" of the bulbs. The oils from your fingers can cause very early failure of the envelope (like, the first time you use the lights kind of early).

sorry, i only have 94 whcih is probably different. Hope it helps at least some.

Removal and Installation

1. Place the headlamp switch (11654) in the OFF position.

1. Remove the electrical connector from the miniature bulb (13466) by pulling it rearward.

1. Remove three nut and washer assemblies from the rear of the headlamp (13008) .

1. Remove the headlamp by pushing forward on the headlamp bulb and retainer (13N021) assembly. For ease of removal, it may be necessary to loosen the attachments of the adjacent parking lamp (13200) and cornering lamp assemblies.

1. Remove the three clips attaching the headlamp to the headlamp bulb retainer (13N019) by prying them out from the base using a flat-blade screwdriver. This completes the removal of the headlamp . Save the clips for the installation of the new headlamp .

1. To install the aerodynamic headlamp , ensure that the black rubber shield is securely crimped to the headlamp , then reverse Removal procedure.

1. After headlamp installation, check headlamp aim and adjust as necessary as outlined under Adjustments.

1. Turn headlamp switch on and check for proper operation.
