Do you know what a wiring diagram is ? A wiring diagram for your vehicles windshield wipers electrical circuit would show all components involved . You would need a wiring diagram for testing ,so you know which wires too test . It would show the fuse location - amperage etc.... Which of these is your vehicle - Notchback or hatchback or station wagon .
The fuse would be marked WPR fuse # 9 25 amp. located in the IP fuse panel . IP - instrument panel fuse box . It's location is

Windshield Wiper System
The windshield wiper system consists of a wiper motor, a linkage, a wiper arm and a blade, and a wiper/washer switch. The windshield wiper circuit incorporates a self parking device which consists of a worm gear and a cam plate in order to keep the circuit engaged temporarily when the switch is turned off. The wiper system is driven by a permanent magnet-type motor. The windshield wiper motor is mounted on the dash panel and is directly connected to the windshield wiper linkage.
The windshield wiper motor has 2 speeds, LO and HI, and also has intermittent wiper capability. The wiper switch is an integral part of the wiper/washer switch. Windshield wiper operation is actuated through the lever on the right side of the steering column.
1) It is normal for the wipers, in rain sensor mode, to cycle once upon startup.
2) In rain sensor mode, the wipers should be intermittent with the
cycles increasing as the volume of moisture increases on the windshield.
The speed will increase until it reaches the continuous slow speed of
position 2 on the switch. It will not increase to the fastest speed
which is position 3 on the switch. You have to go to the fastest speed
by manually rotating the switch to postion 3. Doesn't seem like a design
flaw to me.
a couple of thoughts:
Has your windshield just been replaced?
The sensor is up by the rear view mirror, is it plugged in all the way?
Do you have the right size wiper blades on your vehicle? (too short of a blade misses the rain sensor and does not wipe it clean)
How good are your blades? ( as above, to turn off the rain sensor the blade needs to wipe it clean)
The rain sensor works by projecting multipleinferred beams to the inside of the windshield, like a prism, they reflect back to collectors. when there is a water droplet on the outside of the windshield it changes a beams trajectory and it misses the collector thust turning on the wipers.
(yes, this all happens in that little sensor up by the rear view mirror.)
check to make sure the wiper switch is in the right position. also....I've seen rain sensors not work properly when the hood or doors are open.

If this was a motor issue then it would not work at all...so one thing to do is to check the sensor reading using a meter and see if you get a resistance reading from it..Now sensors are not easy or practically impossible to fix so you may need to replace only`the sensors for this.
Your windshield wipers come on because of the position that the wiper control is set. Wipers will come on intermittently if you set it for light rain or snow or it can be set to come on immediately and fast for hard rain or snow. Please make your windshield wiper adjustments by turning the control knob or lever to the desired position.
Car has rain sensing windshield.Most likely you have the wiper on/off level in the intermittent position,which turns on the sensor. When the sensor detects moisture or even dust sometimes. It turns on wipers. Just make sure the wipers are off and not in the intermittent position.
The 13mm nuts that attach the wiper arms to the pivot assembly loosen with time. Pop up the plastic caps and tighten the nuts. Make sure the wipers are in the park position i.e. set the wiper switch in the off position before shutting the ignition off - otherwise you might tighten the wiper arms in the wrong position and they would try to go places they shouldn't :)
