If your 2006 Citi Golf's front and rear wipers, as well as the wash motors, are not working, there are a few possible causes that you can check:

The wiper motor is located underneath the wiper cowling. This is the piece that the wiper arm pivots come out of and the wiper arm blades attach to. The relay is located in the underhood power distribution center. I am unable to give the exact location, however it may be labeled under the cover top cover.
The wiper motor is located under the wiper cowling. You will have to remove the wiper arms and unscrew the screws holding the cowling in place and remove it to access the motor
Locate the wiper motor, and disconnect the electrical wires from it by unplugging them. The wiper motor is in the engine compartment against the back firewall near the driver's side. Disconnect the wiper arms from the wiper motor linkage by using the pliers to remove the clip. Locate the wiper motor in the engine compartment on the back firewall and remove it with the proper size wrench. There are three attaching bolts. 3Remove the cowl grill under the windshield wipers using the proper size screwdriver. This is the grill that you see under the wiper arms before the engine compartment hood starts.
the blower motor is located under the windshield wiper assembly. remove wiper arms. remove plastic cover under wiper arms. then must remove wiper motor and wiper transmission assembly. black plastic cover in center of car needs to be removed then the blower motor is under that.
NOTE
A new wiper motor assembly comes with the linkage arm installed.

Remove the windshield wiper mounting arm and pivot shaft
WARNING
Do not remove the wiper motor linkage arm from the wiper motor
assembly. If the arm is removed, the wiper arms may not park in the
correct location.
NOTE
Use a suitable tool to separate the wiper linkage arm from the wiper mounting arm and pivot shaft assembly.
Remove the 3 bolts and the wiper motor.

To install:
Install wiper motor and bolts.
Tighten wiper motor bolts to 10 ft. lbs. (13 Nm).
Install windshield wiper mounting arm and pivot shaft.
Check wiper operation.
Rear Wiper Motor - Removal & Installation
Remove the rear pivot arm.
Remove the rear wiper motor shaft nut cover
Remove the rear wiper motor shaft nut.
Open the lift gate window.
Remove the rear wiper motor cover trim panel.
Disconnect the electrical connector.
Remove the 2 rear window wiper motor nuts
Remove the rear window wiper motor.

To install:
Install rear wiper motor and tighten mounting nuts to 62 inch lbs. (7 Nm).
Reconnect the electrical connector.
Install wiper motor cover trim panel.
Install rear wiper pivot arm tighten nut to 53 inch lbs. (6 Nm).
failing that go to auto zone they can show you the location and quote the parts price too
remem ber to turn on wipers and turn on ignition dont start the car look under hood listen for winding noise locate noise locate wiper motor
if making wiring noise remove and re conect wiper arms inside as they are prone to poping off if over loaded like when frozen to wind screen they pop the conector rather than burn the motor out ]
