High idle at start up 2200rpm then slowly drops but always seems high have to ride brakes to stop

You need to clean the IAC again and also the throttle valve and bore, use only CRC brand Throttle body cleaner. After they are thoroughly cleaned disconnect the battery for 5 min's and then drive the car in varying condition for a few days. If that doesn't cure the issue you have more serious problems and will need a scan tool to look into the readings from the MAF, TPS and ECT sensors. High idle cold start is normal then slowly dropping after a few minutes. I assume you never had a check engine light. Correct?

ut the hand brake on and start the car
idling ok --good --apply the foot brake-- idling bad --replace the brake booster
check for other vacuum leaks including transmission actuator hose , dash vent controls hoses

vacum leak will cause the high idle.with car running listen for suckin sound around intake.there may be vacum hose routing diagram on underside of hood.

It dies when you stop at a red light or stop sign

remove the air intake assembly and take a look at the butterfly valve in the throttle body and make sure it is moving freely.The idle air controller or IAC for short could be making the idle drop too low as well.Check the wiring to the air flow meter on the air intake, and carefully look at the screen to make sure it is free of dirt.be careful,they are delicate and expensive.
The distributor could be bad,or a bad cap or rotor.
The grommet on the brake booster may be leaking,and when the brakes ar applied and use vacuum,it is creating a vacuum leak.Everyone seems to think that a vacuum leak always causes a high idle,but not so.Another thing is make sure there is no restriction in the exhaust system.Is there a rattle sound?a plugged cat converter will do strange things.
basically, start with the simple things, air cleaner filter,plugs, wires, cap, rotor, fuel filter.
check all connectors,vacuum hoses,and replace the pcv valve.
Then the IAC,air flow meter,map sensor and the distributor.
