185 is the width in mm 70 is 70% of the width 13 is wheel size in inches radius(amount of distance travelled to turn once) 23.23 for 185/70 22.68 for 175/70 so with 175/70 your speedometer will read slightly more than it should.but only around a few percent .not enough for you to really notice.forget offset unless you have changed the wheels not the the tyres
175 is just the width of the tire, 70 is the thickness which can alter the mileage.

That is a nice, medium profile tire. The outside diameter of the tire should fit - but your wheel offset could get you... that is the only concern that I would have - and only on the front!!
