Question about 1995 Toyota Corolla
Fan for the heater doesn't blow at all.
As above, but If a fuse is not the problem, locate the the blower motor resistor regulator which is generally somewhere in the glove box area...that's most blowers issues and it's a cheap part and easy replacement.. cheers

I had the same problem on my 2004 Corrolla and ultimately it only worked on high. The dealer charged me $45 diagnostic fee and almost immediately told me it was a part called the blower resister. They knew the answer right there and then but only realesed it when I agreed to pay the diagnostic. They charged me 179.00 to fix the AC and later I found out the part cost $8.95 and a novice could have replaced it themselves.

I really doubt it is the fuse, more likely the blower rmotor speed dropping resistor or the motor itself is defective, the motor is under the dash on the passenger/ right side, the blower motor resistor is near it in the air ducting, see photo below.

one fuse, but your have a resistor block somehwere under the glovebox area, some of the resistance wires on the block may be damaged or gone. this is a pretty common problem. pull the block out and look at it if all the wires are connected, then your problem is somewhere else, like the switch in the dash.
