Spray as much of cable as possible with WD-40, allow to sit for a few hours, the engage and disengage the brake several times untill it loosens. It's not easy to even find where they are stuck.It might be possible to find the end of the cables at the back wheels and pull the cables back---to release the tension

After you have checked the drum emergency brake, follow the cables in the undercarriage and look for the point at which they combine to another single cable, this is the point where the actual cable pressure adjustment is located.
