Clock display flashes a 9 in a sort of inverted commas. What's going on?

Setting the Time (Without Date Display) If your vehicle has an AM/FM base radio with a single CD player and preset buttons numbered one through six, the radio will have a clock button for setting the time. You can set the time by following these steps: 1. Press the clock button until the hour numbers begin flashing on the display. Press the clock button a second time and the minute numbers will begin flashing on the display. 2. While either the hour or the minute numbers are flashing, turn the tune knob, located on the upper right side of the radio, clockwise or counterclockwise to increase or decrease the time. Instead of using the tune knob, you can also press the SEEK, FWD (forward), or REV (reverse) buttons to adjust the time. 3. Press the clock button again until the clock display stops flashing to set the currently displayed time; otherwise, the flashing will stop after five seconds and the current time displayed will be automatically set. To change the time default setting from 12 hour to 24 hour, press the clock button and then the pushbutton located under the forward arrow label. Once the time 12H and 24H are displayed, press the pushbutton located under the desired option to select the default. Press the clock button again to apply the selected default, or let the screen time out. CD (Base):

There is 2 different radios. With or without rds. Here are the instructions for both.

Turn the ADJ (adjust) knob to increase or to decrease the hours. To set the minutes, press the clock button again. The minutes. Turn the ADJ knob to increase or to decrease the minutes. The time can be set with the ignition on or off.
To synchronize the time with an FM station broadcasting Radio Data System (RDS) information, press and hold the clock button to enter the clock set mode, then press and hold the clock button for three seconds until UPDATED displays. If the time is not available from the station, NO UPDATE displays.
RDS time is broadcast once a minute. After tuning to an RDS broadcast station, it can take a few minutes for the time to update.

ON/RUN. Press the

center of the radio, to turn the radio on.
2. Press the
H
button until the hour begins flashing
on the display. Press the button a second time and
the minute begins flashing on the display.
3. While either the hour or the minute numbers are
flashing, turn the
f
knob, located on the upper
right side of the radio, clockwise or counterclockwise
to increase or decrease the time.
4. Press the
H
button again until the clock display
stops flashing to set the currently displayed time;
otherwise, the flashing stops after five seconds and
the current time displayed is automatically set.

There are three buttons, let's call them 1, 2, and 3, from left to right.


Clock
Time setting

A. 12 AM, PM or 24.00 h
With the clock in the time readout mode, keep
button (2) depressed for 4 seconds -12 AM, PM
or 24.00 flashing. After pushing button (1), either
a 12-hour (AM + PM) or a 24-hour setting
program can be selected. If you only want to
change the display mode, push button (3). The
clock then returns to its normal timekeeping
function.

B. Hours
Push button (2) a second time - hour display
flashes. Set hour by pushing button (1). After
pushing button (3)*, the clock returns to the time
readout mode with new hour setting.

C. Minutes
Push button (2) once more - minute display
flashes. Set minute by pushing button (1). Upon
pushing button (3)*, the clock is started -
accurate to within 1 second.

Stop watch function
The stop watch can only be set in motion if the
clock is in its normal timekeeping mode and not
during setting operations.
A. Push button (3) - 00:00 display appears;
B. Push button (1) - stop watch is on;
C. Push button (1) a second time - watch stops.
(Additional times can be added by pushing button
(1) again - stop watch keeps running. Push button
(1) once more to stop timing.)
D. Push button (2) - 00:00 display appears;
E. Push button (3) - normal timekeeping mode.

If button (3) is pushed during operation A and
B, the setting procedure must be restarted
(push button (2)).

With the radio OFF, press display with time flashing without letting go, press H or M (tuning\) click to adjust clock, let go and voila.

Clock set
If the clock is not displayed with the ignition
switch in the ACC or ON position, you need to
select the CLK-ON mode. Press the MENU button
repeatedly until CLK-OFF mode is displayed.
Use the TUNE/SEEK button to enable CLK-ON
mode.
1. Press the MENU button repeatedly until
CLK-ON mode appears.
2. Press the MENU button again, the time will
start flashing.
3. Press the TUNE/SEEK button
or to adjust the hour.
4. Press the MENU button again; the display
will switch to the minute adjustment mode.
5. The minutes will start flashing. Press
TUNE/SEEK button or to adjust
the minutes.
6. Press the MENU button again to exit the
clock set mode.
The display will return to the regular clock display
after 10 seconds, or press the MENU button
again to return to the regular clock display.
Resetting the time
Hold the MENU button down and then press the
TUNE/SEEK button, the time will reset as follows:
c If the displayed minutes before the reset are
in the range of :00 - :29, the hour displayed
before the reset will stay the same and the
minutes will be reset to :00.
c If the displayed minutes before the reset are
in the range of :30 - :59, the hour displayed
before the reset will advance by one hour
and the minutes will be reset to :00.
For example, if the MENU button and the
TUNE/SEEK button are pressed while the time
displayed is between 8:00 and 8:29, the display
will be reset to 8:00. If the buttons were pressed
while the time was between 8:30 and 8:59, the
display will be reset to 9:00. At the same time the
display will return to the audio.
