Hello I'm looking for the fuse for the cigarette lighter in my 2002 GMC Envoy is it underneath the hood on the inside

I had exactly same problem. I could not use my GPS or charge my cell phone.
In front of the driver sit, there are actually 2 fuse boxes. You probably found the first one. A second one is located above well hidden. Once you find it, you'll find the fuse you are looking for.

mabe its just the keeper out of the rod

Its common for cigarette lighters to short out and need to be replaced that's my thought they are easily replaced if you don't use it have it perminantly disconnected.
