Stock car, no hacks?
fuses to cluster, there are 2 fuses.
the cluster has a simple self test mode, try that yet?
first?
2004 TJ,
the book is free

read chapter 8J for self test (IIRC push trip button key on)
if that fails 100% the fuses are blown.
the word is "Actuator test" in that chapter.

now the schematic, in chapter 8w, called wiring
page 40
fuse 26 PDC
and fuse 10 cab JB.

the cluster is really a computer.Display system)

when you jack the scan tool in, some power may leak form scan too to the display.

forget the scan tool, for now,

do the self test. first. if that fails, its lost power.

SOURCE: 1997 Jeep Wrangler oil pressure gauge not working

The gage is working because it is coming on sometimes. The oil pressure sending unit on the engine is starting to go. I would replace the oil pressure switch on the engine first.

A poor connection at the self docking connections of the cluster. Remove the trim across the top of the intrument panel. Remove the screws at the top of the cluster trim and remove the trim. Remove the cluster screws and cluster. Apply dielectric grease to the self docking connectors of the cluster and reinstall. This should take care of it.

Fuse box for 1999 jeep wrangler cluster panel

service bulletin 08-15-99 deals with erratic cluster operation and involves checking and cleaning the BUS connections and soldering in a new patch harness. Check with local dealer for a copy or may find it online. This will be the most likely cause.

Check gauges light comes on & the charging hands drops off, new battery, alternator was checked, it's good, what could the problem be? it's a 1995 Jeep Wranger.

Do the other gauges quit working also. If so you have an electrical connection problem at the back of the instrument cluster. Remove the cluster, unplug the electrical connectors and clean both sides with "electronics cleaner". Insert plugs and reinstall cluster. This is a common problem. Be sure to look for burnt contacts.

The whole circuit board on my 1993 jeep wrangler went out. any way to fix it without replacing the whole thing??

So you are assuming the board is bad.....Jeep gauge clusters are notorious for problems at the plug behind the board. Sometimes you can get it working just by giving the dash a good whack with your hand right above the gauges.(not kidding) If that works, best thing to do is remove the cluster and spray contact cleaner on the pins and contacts.. In extreme cases you can slightly twist the pins very slightly to make them fit tighter. (last resort).

There is now bus signal to the Insturment cluster I have seen this before. Unplug the Insturment cluster and plug it back in this will reset the computer it should communicate with the Can C bus and should come out of gear. Keep in mind if this works it is only a temporary fix. Hope this helps please rate if it does.

Removed aftermarket radio from 1999 Wrangler, no gauges work now

first, you have to tape any open wires with electrical tape, so they DON"T short anything out again. second, check your gauge fuse.
