Depends on the sound that it makes when you turn the key over.
Clicking noise...usually the starter
If it sounds like its going to start, but doesnt, most likely the battery.
If you have replaced the battery recently, then its the alternator.
Sometimes there can be oil build up over the spark plugs so it doesnt get the spark to start.

It is located on the keyless entry module located under the drivers side dash. There will be a five digit code on the side of the box facing the passenger side. Enter the code and it should unlock. Follow owners manual to change the code, it will store both codes at the same time and either should work.

hes right check the ignition control module.i had to replace mine because my cavalier would start fine one minute and the next it would be idling rough and backfiring. your best bet is to replace the control module.

Replace the ignition tumbler and you'll get 2 new keys. t's easy in a 92 Sable.
Disconnect battery cables first to disable airbags.
Turn the ignition to the RUN position.Insert 1/8" pin punch or small allen key into the hole at the bottom of the steering column cover(not the screw hole).
Press up on the 1/8" pin or allen key while pulling out on the lock cylinder.
To install the new one: Make sure you have the lock cyl. unwrapped from an packaging.
Press the retaining pin on the side if the new lock cyl. and rotate the ignition key lock cylinder to the RUN position,just like the cylinder's position you took out.
Now,Install the lock cylinder into the steering column housing,making sure s fully seated and aligned in the interlocking washer.
Rotate the key back to the OFF position.This will let the retainer pin to pop in place.
Turn the lock to make sure it works correctly. Place it in LOCK position,remove the key, and hook up your battery. don-ohio (:^)
