Fan clutch failures are most noticeable by
overheating at stop signs
in slow moving traffic
at high rpms with slow motion ( up hills ,cross country
pulling heavy loads at low speeds
reversing after travelling at speed ( coming home and backing into the yard)
on initial start up there is no fan noise that dies off after a few minutes
with the engine hot and idling , the fan can be easily stopped or spun backwards
using a light type revs counter and reflective tap on the fan and the crankshaft pulley at 2500 engine rpms the fan should be doing around 2000rpms
basically any situation where the fan is required to provide volume air flow through the radiator when the vehicle speed is sufficient to do it.
First SCAN THE PCM aFTER CHECKING FUSES.

The PCM regulates a 12-volt pulse width modulated signal (PWM) to the cooling fan relay. The PWM signal determines the ON time of the relay. As the commanded state of the fan clutch increases, so does the ON time of the relay. This ON time directly effects the amount of time the solenoid, which is internal to the fan clutch, is energized. When the solenoid in the fan clutch is energized, it opens the spring loaded valve and allows fluid to flow from the storage chamber to the fluid coupling of the cooling fan clutch, increasing the fan speed. When the solenoid is de-energized, the spring loaded valve closes, and blocks the path of the fluid to the fluid coupling of the fan clutch, reducing fan speed. The fan has the ability to create a feedback signal, so the PCM has an actual fan speed input. This is done with a hall effect sensor internal to the fan clutch. The PCM supplies a 5-volt reference and a low reference to the hall effect sensor. The hall effect sensor returns a signal pulse through the cooling fan speed signal circuit in response to the reluctor track passing by the magnetic field of the hall effect sensor.
The PCM commands the cooling fan to 100% under the following conditions:

you will get and error for this fan if there is a problem.with the fan system.
overheating has many causes,
try a new thermostat for $15 and a cap for $ yet?
that would be 2 cheap easy fixes. if lucky
but if the fan is dead, sure.. scan it next after checking fuses.
is the rad full of clean Antifreeze cold?
(cap off look inside)
or does it look like mud/?
are there leaks.
does the AF coolant level drop each day?

Tipping my hat to you... I would recommend going to an auto parts store like Autozone or O'Reilly and purchasing a Chilton repair manual, specific to your model. I always think it's a good idea to own a light repair manual if you're going to keep the car a while.

Okay... K&N drop-in filter, NGK V-Power plugs (and NGK wires), run tires 2-4psi over manufacturer's recommendation, replace fuel filter anually, use a good fuel system cleaner every oil change, use synthetic oil in the crankcase, transmission AND differentials, drive with windows up and A/C off (just vents), drive 55mph on freeway (this one is HUGE), slow acceleration and try not to drive short distances. These are all "hyper-mileage" techniques that garner better fuel economy. If there is a mechanical problem causing the fuel economy to be bad, the spark plugs, wires and filters ought to be a help.
