What does the rear turn signal do? If one of the signal lights are not working, the other will blink faster. With the headlights off the turn signal bulbs ground through the light holder. With the headlights on the running lights are using the same ground circuit. Make sure all bulbs are good with a good ground.
Check front and rear lights to see if the wiring is arcing to the turn signal on the left side of the car. This is the best guess as it's simply a wiring problem and nothing else, as there is too much current being forced through the turn signal when the headlights are on. Headlights draw much higher current than the intermittant turn signals and therefore pops the fuse.
For Audi A4 the fuse box is located on the left side of dashboard behind a plastic cover (for left hand steering wheel vehicle). On inner face of the plastic cover you will find the fuse diagram. First fuse on first row from left upper corner is Fuse Nr.20 = F20 (15A) - RH headlamp low beam, headlamp adjustment. First fuse on second row from left upper corner is Fuse Nr.21 = F21 (15A) - LH headlamp low beam, headlamp adjustment.
check once more the front turn bulbs, connections, fuse if front and rear have a separate one. Once you connect the front turn signal, blinking frequency should normalize.
I had the same problem with a 960. I checked the rear turn signal bulbs and they were okay. I took a look at the front left turn signal bulb and the two contacts on the bottom of the bulb had melted into one contact. If you remove the bulb, the turn signal will function again when the parking or headlights are turned on, but will flash fast since there is no bulb in the socket. You may also want to check the socket of the bulb to be sure that they are not shorted together.
