Follow the flasher wiring to fuse box and locate the fusible link. Looks just like the wire but softer exterior and it's a fuse able wire that can break down. Should be along the driver fender under hood.
those lamps have 2 filaments and one of them (the lower brightness one) is burnt out and the brighter one (brakes and blinker) still works. you need to replace that lamp
in my 94 dodge dakota when i turn my lights on sometimes all extior lights work and dash one dont and when i turn my blinkers on all my gauges bounce with the blinkers its weirdd

You can get any wiring diagram for any vehicle. It will cost about $12 and it's well worth it. It will give you the complete diagram bumper to bumper.
Get a tester light the type with an alligator clip and a sharp point.
Check each wire for your brake lights,blinkers etc.
i.e. With the blinker light on find the correct wire and splice into it with the corresponding light on the trailer. ( DO NOT CUT THE TRUCKS WIRE)
Remove the covering and twist the plug wires around it and tape or shrink wrap if you can.
