The courtesy lights work on a relay/switch to turn the lights off 15 - 30 seconds when the doors are open then closed. If the relay is staying to cold then it cannot heat up to break the circuit to the courtesy lights. I would first try replacing the courtesy light relay and if that fails to solve the problem, the switch may be the faulty candidate.
Procedure #1 (Remote Head Keys WITH Immobilizer Chip)
Step-by-Step How To Programming Instructions:
CUT the NEW remote head key for your vehicle.
INSERT the first working remote head key into the Ignition.
TURN the Ignition to the ON position for at least three (3) seconds but no longer than fifteen (15) seconds.
TURN the Ignition to the OFF position and remove the first remote head key.
INSERT the second working remote head key into the Ignition.
TURN the Ignition to the ON position for at least three (3) seconds but no longer than fifteen (15) seconds.
After ten (10) seconds a chime will sound and the vehicle's security light will begin to flash.
TURN the Ignition to the LOCK position and REMOVE the second remote head key.
INSERT the NEW remote head key into the Ignition.
TURN the Ignition to the ON position within 60 seconds.
After ten (10) seconds a single chime will sound and the vehicle's security light will stop flashing.
The vehicle's security light will turn ON again for three (3) seconds and OFF to indicate successful programming.
Test all remotes. Programming is now complete. The remote and key are now both programmed.

Procedure #2 (Remote Head Keys WITHOUT Immobilizer Chip)
Step-by-Step How To Programming Instructions:
ENTER the Vehicle and CLOSE all doors.
INSERT key into Ignition.
TURN the Ignition to the ON position (before cranking).
PRESS and HOLD UNLOCK on a working remote head key for four (4) to ten (10) seconds.
WHILE holding the UNLOCK button, PRESS the PANIC button UNTIL a chime sounds to indicate entry into Programming Mode.
RELEASE both the PANIC and UNLOCK buttons.
PRESS the LOCK and UNLOCK buttons simultaneously on the same remote until a chime is heard.
Once the chime is heard, PRESS and RELEASE the UNLOCK button on that same remote. Another chime will sound indicating successful programming of that remote. (This MUST be done within 30 seconds)
WITHIN 30 seconds of Step 8, PRESS the LOCK and UNLOCK buttons on any other remotes to be programmed. RELEASE the buttons when the chime is heard. Again, PRESS and RELEASE the UNLOCK button on that remote. Another chime will sound indicating successful programming of that remote.
REPEAT Step 9 for ALL remotes (even working remote head keys) that you want to work with your Vehicle.
Test all remotes. Programming is now complete. The remote and key are now both programmed.

try some valve medic. get it at the parts store. hydrualic lifters can get dirty and partially collapse. this is no big deal as long as the come back up. and they always do. some thing that you can try at your next oil change. pour a quart of transmission fluid into the engine, run it for 15 minutes, up to operating temp. then change your oil and filter. transmission fluid is a really high detergent oil. it will clean the inside of your engine and all the components. as far as having this fixed I wouldn't
BMW 7-Series - Key Remote Programming Three methods to try: Method 1:
1. Working from within the vehicle and with the doors shut
2. Turn ignition to position 1 and back to off within 5 seconds.
3. Remove the key from ignition and press and hold the unlock button for 15 seconds during this time press the key lock button 3 times within 5 seconds.
4. Release both buttons.
5. Doors will lock and unlock to show correct programming has occurred.
Method 2:
To do this procedure you need to have one working key and one key that needs to be programmed.
1) Get in and close all doors.
2) Turn on the ignition and turn off quickly. (No more than 5 seconds) to start the process. Next action must take place within 30 seconds.
3) Remove the 1st key.
4) Hold the key up near your left shoulder (this is so it is closer to the remote receiver antenna.
5) Hold down the unlock button and press the lock button 3 times. Release the unlock button and the doors lock which confirms the operation.
6) Quickly repeat steps 4 & 5 for key #2 etc.
If it does not work, try doing the keys in opposite order. Key 2 then key 1, vs 1 then 2.
Method 3:
Alternate if you do not have a working remote
1. Turn key to position 1 five times very quickly 2. Remove key 3. Hold unlock button then press lock button 3 times, release unlock button.
4. If you have another key do the same button pressing within 30 seconds 5. Turn on ignition to finalise.
PLEASE NOTE: This programming procedure programs the remote control part of the key. Any transponder chip for the immobiliser (starting of car) will not be programmed and must be done by a specialist.
