When the SRS warning light comes on the system's control module has detected a fault, more than likely you have a fault code in the module you need read to see what is causing this, when the light is on the SRS is disabled. no airbags will deploy.

Trouble Code: B1000/31 (1.8L L4 VIN R Auto)
Airbag ECU Malfunction * Airbag sensor assy center

remove battery neg lug before touching any SRS parts.
B1000/31; Center Airbag Sensor Assembly Malfunction (2006 Corolla From 07/2005) DESCRIPTION The center airbag sensor assembly consists of a deceleration sensor, safing sensor, drive circuit, diagnosis circuit, ignition control, etc.
If the center airbag sensor assembly receives signals from the deceleration sensor, it determines whether or not the SRS should be activated.
DTC B1000/31 is recorded when a malfunction is detected in the center airbag sensor assembly.

If only DTC B1000/31 is output, do not clear the DTCs, replace the center airbag sensor assembly.
If any DTCs other than DTC B1000/31 are also output, troubleshoot those DTCs first.

and see all errors.

Airbag light on in my 2004 Corolla. Just got the "This condition concerns the possibility of inadvertent deployment of the front airbag(s) and/or seat belt pretensioners in the subject models" recall done.

It is always better to start with retrieving the SRS error codes and strictly following the instructions and cautions provided by the manufacturer before you could repair the air bag issues.
Or pull up the SRS error codes and post them here so that we can guide you how to do it.
The error codes can be retrieved manually and as well as with the help of a diagnostic computer.

I have a problem with my Corolla 2004 CE after an accident & airbags deployment that i have changed the two airbags (for the driver and front passenger) but the SRS light is always on and the horn is...

Try taking the efi relay out for about a min and than reinstalling,or just remove batteries out and reinstall.
Computer might need resetting by a Tech head with proper diagnostic tool

SRS SYSTEM HAS A FAULT , THIS COULD MEAN MANY THING
INPORANT TO KNOW SRS DOES A SELF CHECK EVERYTIME YOU START YOU VEHICLE , THIS LETS YOU KNOW IF THE SYSTEM IS WORKING OR NOT.

IT LOOKS AS IF YOU HAVE A FAULT WITH A PART OF THE SRS CIRCUIT.
PLEASE DO NOT TRY TO FIX , COULD BE DANGEROUS!!!
YOU NEED TO TAKE IT TO YOUR LOCAL DEALER.
THEY WILL SCAN SYSTEM.
AFTERMARKET GARAGES DONT HAVE AXCESS TO THE SRS SYSTEM.
THERE COULD BE A SHORT OR OPEN IN CIRCUIT.

My Airbag light is on and flashing.

You need either the dealer scantool or a third party SRS scantool capable of OCS (occupant classification system) calibration.

Neither is cost effective to buy for personal use, as the prices are in the thousands for either.

OCS calibration is usually a half hour labor charge at most, typically in the $45 range at most shops.
