The PCM can cut fuel for many reasons.
2 dead sensors, and spark dead on the tacho line.

and immo set. 4
and the inertial switch, if fitting many are not.
what matters most (1st) is 12vdc to the pump actual cranking, does it have 11vdc at least>?
if you see 12vdc and PSI is 0 or not spec cranking
at the rail, then the filter can be clogged.
not just a dead pump,, i cant hear pumps cranking so.... i use TOOLS> to see whats going on.
to a DIY, vast answers.
1: makes noise.
2: fuel rail drips or not.
3: 12vdc missing to pump or not, cranking?
4: 0 (zero) PSI pressure at rail cranking

you need 3 tools to diagnose EFI.
a voltmeter
a fuel pressure gauge
and if savvy , the scan tool (as low as $10)
ill not mention hand tools as that is obvious.

the law of the West. 1/2 of cars made , the pump does not run unless cranked, that is why I crank them all, and not waste my time trying to learn the PCM internal logic for that., some cars are even reflashed to only pump cranked, i can name them..
and point 2, it not starting, so crank it...
