I have a 2000 Buick regal and the seat belt is stuck in the seat. How do I get it out?

if serpentine, then it should be on the fan shroud or the radiator cover...

I have the passenger side seat belt which on occassion will lock in the retacted position It has done this twice but I was able to realease the belt moving the strap around. Now nothing I do will release the strap. Is there a mechanical problem I can look at or could there be an electricial issue

The starter is on the underside of the transmission, there are wires feeding the solenoid (remove) 3 starter bolts (remove) pull off transmission/flywheel

My 1999 Buick Century has the same problem. Shanat's solution works for most cars, but not in this case. As Three4Preid wrote, the strap is already back inside as far as it will go. Has anyone found a solution for this yet???
