Do you know what a wiring diagram is ? A wiring diagram for your vehicles windshield wipers electrical circuit would show all components involved . You would need a wiring diagram for testing ,so you know which wires too test . It would show the fuse location - amperage etc.... Which of these is your vehicle - Notchback or hatchback or station wagon .
The fuse would be marked WPR fuse # 9 25 amp. located in the IP fuse panel . IP - instrument panel fuse box . It's location is

Windshield Wiper System
The windshield wiper system consists of a wiper motor, a linkage, a wiper arm and a blade, and a wiper/washer switch. The windshield wiper circuit incorporates a self parking device which consists of a worm gear and a cam plate in order to keep the circuit engaged temporarily when the switch is turned off. The wiper system is driven by a permanent magnet-type motor. The windshield wiper motor is mounted on the dash panel and is directly connected to the windshield wiper linkage.
The windshield wiper motor has 2 speeds, LO and HI, and also has intermittent wiper capability. The wiper switch is an integral part of the wiper/washer switch. Windshield wiper operation is actuated through the lever on the right side of the steering column.
is there cover on the fuse boxes ? either drivers side dash (part of dash facing your side window)or drivers side kick panel (by left foot) or under the hood on the drivers side. there is usually a diagram of fuse locatons on the covers. will say "wipr". or something similar.
Many of the newer cars do not have the Triditional fuse holder..instead they put it all on one package under the hood..should be located on the driver side " left " fender well looks like a plastic box with a lid and latch..your manual should refer to it as the control panel..once opened it has a the fuses marked to show what they protect..good luck..
the fuses are located under the dash on the drivers side.the possible problems could be the wiper motor may have a bad ground and if you run a good ground from the car to the body of the motor and the wipers work then thats the problem.you could tap the motor with a hammer or screwdriver with the wipers turned on and if it works the wiper motor needs replacing.you could also have a bad wiper switch.
look under hood for black box with main fuses,it will be square black box,usually on drivers side. lift lid, on under side of lid will be fuse locations. suggest you start there. if you need further assistance,please repost your question to fixya.com
Probably a bad motor unless the assembly is missing, the window fuse is actually above the fuse panel by the pedals, so above that left kick panel. It is a 40 and it is pink.
