May be the resevoir bottle may have something stuck in it, you are right, you may have a clogged line. Also check the routing of the hoses to the squirt that they are not pinched or kinked. Any washer fuild leaking anywhere?

Windshield washer not working

If you hear the pump running when you try to use the washer pull off the lines on the pump and make sure they're clear. If the lines are clear you need to replace the nozzles. If you don't hear the pump running at all, replace your windshield washer pump.
