It's none of these you show , it's located in the passenger compartment .
Starter Enable Relay it's called
Behind LH side of I/P, above I/P fuse block ! I/P stands for instrument panel . If your vehicle is not cranking over is there a security light lit on the dash somewhere ? The Passkey II decoder module energizes the starter enable relay allowing the engine to crank over .
The one that is labelled starter relay, btw, those are fuses

Your vehicle's fuel pump relay is located on the relay center, behind the glove box, 2nd column of relays, 2nd one from the top.
SOURCE: Where is the starter relay on a 1996 Buick LeSabre
ok. the relay is under dash drivers side left of the steering column. now first check for power with key in the start position. at the heavy yellow wire at the relay and then check the purple wire if both have power then your neutral safety switch mybe at fault. check it as well. check for power at the switch bolted to transmission. the two heavy wires going to the switch will be starter in and starter out. so check for power at the two there if power goes in but nothing comes out the change the neutral safety switch.

SOURCE: Where is starter relay on 1996 Buick LeSabre?
it should be in the under hood fuse box... a relay looks like a 1"x1" cube (most are black in color)... it has 4 or 5 prongs on the bottom.... the fuse box cover should have a diagram on it (or in it)

SOURCE: 1997 Buick Lesabre Water Pump problem
THE POWER STEERING PUMP PULLEY --- ARRGGH...Not a problem.
The power steering pump is held by two bolts. Use a socket and remove the top bolt and loosen the bottom bolt. Be careful not to completely remove the bottom bolt. The PS pump will loosen up enough so that you can push it towards the firewall and you will JUST have enough room to remove the waterpump bolts. Its tight but it will squeeze out.
