The place to start is to have diagnostics run , checked or what ever you would call it , every body on here calls it something different . The GEM - generic electronic control module controls subsystems like power windows , power door locks , interior lighting an other functions by energizing relays ! An can store DTC'S - diagnostic trouble codes , There may be a light lit on the dash like a wrench symbol or maybe not ! You would need a factory or a up scale scan tool , not a code reader because this only checks engine codes . When I see vehicles with problems your experiencing I tend to look at the module controlling these systems , if no codes I check power an ground circuits ! Lose connections , corrosion .
The generic electronic module (GEM) constantly monitors its subsystems for concerns. If a concern is found in one of the subsystems, the GEM will record the concern in the form of a diagnostic trouble code (DTC).
The ignition switch position is very important to the GEM function. Often times, erratic or unexpected GEM function can be traced to problems with these GEM inputs.

My mistake it's not the tech 2 it's the solus pro. It was my dads and I've only used it a few times.

All these components are controlled by a computerized module. You can try disconnecting/reconnecting the battery as this may reset the module. If no results you will have to have this modules operation checked for any codes/failures with a scan tool to possibly pont you in the right direction

2 possible problems one might be the ignition switch is not powering up those components,the other might be the gem module its like a body control module and it runs those components

I just had the same issues. No headlights, interior lights, power door locks, radio controls on steering wheel, or dash lights. Pulled every fuse in cab and under hood, not a one was bad. I disconnected the battery terminals for a few minutes. When I reconnected them every thing was working.

i just had the same problem with my f 150 ( 1999), my wipers, washer fluid pump, dome light, door chime stopped, I went thur the manuals, Checked appropated fuses, even changed wiper motor, (nothing worked) out of much internet checking, talking to mechanics, I got frustrated, I started pulling all the fuses under the dash,, I pulled # 15 ,a 5 amp fuse, which has nothing to do with the wipers eletronics, it was a good fuse, when i put it back in, everything came back and working fine. nearest i can figure it was either loose or a dirty contact.
#15 fuse (5 amps) on my box is for : stop lamp switch,( speed control,brake shift interlock,ABS, pcm module inputs.gem module,RABS test connector)
this was just blind luck, maybe it will help you.
