if you google Where is flasher relay located on 1999 Chevrolet Silverado 1500 you will find answers. Look above the fuse box under the left side of the dash to locate the flasher unit. The flasher is a square unit that looks like a relay. It will have its own receptacle mounted separately from the fuse box.
There is one flasher that controls all 4 turn signals. If only one light is not flashing the flasher relay is not the problem. If the flasher relay is bad none of them will flash. Check the bulb. The Turn signal flasher relay is located front seating area. It is integral to the hazard switch located in the center of the instrument panel, just above the radio.

Your Olds has 2 flasher relays. One for the turn signals and one for the hazard lights.
The turn signal flasher relay is located on the driver's side, under the dash, mounted on the steering column.
The hazard flasher relay is located driver's side, under dash, driver's side of steering column, mounted on fuse panel.
it's basically a stand alone relay... most times... look for a relay by itself and often round. my ford winstars flasher relay was actually located in the fuse box under the drivers side dash. it was blue and larger then the other relays so that may be a clue to you.
