You need to check the fuel pressure. Unless you replaced the fuel pump w/ an OEM one, very likely it's bad.

Is the check engine light lit ? Does it have a message center ? A message reduced engine power ! This vehicle has Throttle Actuator Control (TAC) System ! drive by wire .
(1)

Throttle Actuator Control (TAC) Module
(2)

Throttle Body Assembly
(3)

Accelerator Pedal Position (APP) Sensor
The throttle actuator control (TAC) system uses vehicle electronics and components to calculate and control the position of the throttle blade. This eliminates the need for a mechanical cable attachment from the accelerator pedal to the throttle body. This system also performs the cruise control functions .
The TAC system include, but are not limited to, the following components :
?€¢
The accelerator pedal position (APP) sensor

?€¢
The throttle body

?€¢
The throttle actuator control (TAC) module

?€¢
The powertrain control module (PCM)

These components interface to ensure accurate calculations and control of the throttle position (TP).
I can tell you that you don't have the tools to test this system , you need to take it to the dealer !

Well an oil change is probably not the cause.
What IS it doing? You're telling me what it isn't doing...

2006 Cadillac cts is burning gas faster than the normal rate after i got an oil change at jiffy lube 2 weeks ago

I dont think there is a connection between an oil change and the gallons per mile.
With that age car, I suggest a Terra engine clean. It will blow away nine years of gunk from the spark plugs, fuel injectors, cylinders and exhaust. Should give you more power, more miles..

Car feels like it's bogging down during acceleration, also sort of stutters starting at 45 mph and progressively gets worse above that. I had the radiator, timing belt, and water pump replaced last week....

try replacing your fuel filter, With big temperature swings this time of year, condensation (water) forms in fuel tank, Prior to changing fuel filter run a bottle of STP gas treatment or a good injector cleaner through it.
