The horn and radio amp fuse input is acting funky. If you plug the fuse in, the horn will continuously honk. Im driving a 2000 dodge stratus se 2.4 litre

I dont remember what the horn action is like on the stratus, but it may be a defective toggle switch, blades stuck together, so when you plug in the fuse, current automatically flows thru because circuit is closed, thus making your horn go off, have switch or switches replaced, those are under buttons on steering wheel, or under steering wheel cover, depending on what kind you have...
Hope this helps....

My horn on my dodge 2000 stratus is not working properly, its always on. I had to remove the fuse as a temporary fix. How do I repair it?

If you have an after market alarm installed remove the in line power fuse from the alarm and see if that resolves the issue. I would look at the horn buttons on the steering wheel for the fault first as this is the most common area of a problem. If that checks out then you will need to check the horn itself. After that the only place left is the ECM or a short in a wire.
