The switch is bad. I would guess on the turn signal shaft. (You didn't give a make and model of the car) .

If it's not the switch, you have crossed wires in the steering column or elsewhere. You will need a wiring diagram and DVOM to find the problem.

Sounds like the switch is stuck in the on position.
Replace is the first approach.

Hello. Simply remove the 'windshield wiper' fuse. It seems your windshield wiper motor is 'hard wired'; comes on when you turn on the ignition switch. That's not good!

Could be either one.
The wiper switch could be providing power, and there is a park switch in the motor that provides power until the wiper arms "park".
You may be able to disconnect the wiper switch to find out.
Chances are you'll need a wiring diagram to test the circuits.

The switch may have gone bad.. or the module that controls the wiper... if the fuse went bad, it would not work.. REMOVE the fuse if you want it to stop...

try this fix
remove wiper arms from where they connect on car
turn wiper moter on then off. turn ignition off
if wiper motor is good it should put spline in off position and now all you need to do is replace wiper arms in the correct position they would be in when wipers are turned off

When i turn my wipers off they stop in an upright position the wipers work but when off they wont go to home position

There is a piece in the motor that tells them to go home - so try this
take the entire wiper blade off the car - turn on the motor - and then shut it off - now
put the entire units back on where they should stop
please let me know if this fixes your problem.

Sounds like the wiper arm needs to be repositioned on the motor. You can attempt this yourself, by turning on the ignition (don't start the car, just turn ignition to on position), turn on the wipers, when they reach the top of the swing, shut the ignition off, this should stop the wipers at the top of the swing. Then you can disconnect the wiper arm and reposition it to the right spot to where it doesn't leave the window edge. Hope this helps

Rear wiper stopped working

my 2004 expedition had same problem, if you take apart the shaft that goes thru the glass it will be full of dirt, clean ,lubricate and reinstall, you may have to replace the O-ring on the shaft. a 20 minute job, very easy fix
