I would start by checking fuses. If you've checked already, then the windshield washer pump has probably gone bad. The wiper motor and washer pump should be separate units. Typically the washer pump is located in the base of the washer fluid reservoir.

Locate and press the tab or button where the wiper blade is inserted into the hook of the wiper arm and pull wiper blade out of hook. First of all, try to warm up the car to above 32 deg. F so that any ice may melt in the pump. Check that you have -20 deg. F windshield wiper fluid vs. the 32 deg. F fluid for the summer. The fuse usually will not blow on the windshield wiper pump in my experience.

There are no adjustments on the wipers. The arms come off to realign. Pop the wiper arm cap off with a very small flathead screwdriver theres a liitle opening slot to do this. Remove the nut. Pull wiper off straight, use pulley if needed. If the tenson is gone in the wiper arm replace. The springs go bad in the rear arm from dirt.
