Very simple. Only one of a few things. First off. Push the up and down switch, listen, if there is a humming sound, your actuator may be fine. You window may be off track. If it is not off track, and there is a humming sound, then it may be the master switch. They are not that expensive. If it is not the master switch, the only other two things it could be is the up/down button or the connectors under the button. I hope that helped you out. Good luck and let me know. The switches in Subarus are made by Nissan believe it or not. They are not interchangeable. Anyway, I suspect you have a bad window switch. You can pickup the whole bank of swiches or replace just the one. Do a search on ebay for your part.
Has this car had body damage on the driver's door? You could have a cut wire inside the door.

You'll need to pull the door panel and check for power and ground at the 2 wire connector located near the window motor (there should be a dark blue wire and a brown wire). With a test light there should be power on one of the two wires at any time. If there is power on both wires with the switch in the up position than the switch is bad. If the only wire powered up in the up position is the dark blue wire than try tapping the motor while holding the switch in the up position. If it starts to work than the motor is bad.
On a side note check for power with all the connectors plugged in. You can also jump the connections at the motor. Supply a ground to the brown wire and supply power to the dark blue wire and the window should go up.
