sometimes if the steering wheel is locked it won't come out of park try applying on the brakes and at the same time move the wheel back and forth and if this does not work and you have tilt it may be a problem in the steering column

Here's how to override the shift lock on a 2006 Monte Carlo. First, remove the top of the shift console by pulling up on the plastic piece directly in front of the hinged cover. This is the piece that has the cup holders molded into it and it is held in place by 4 clips (i.e. it will pop back into place with no tools).

Next, shine a flashlight down into the console to the right of where the shift lever passes through (passenger's side). You'll see a wiring clip with 4 or 5 wires going into it. Directly behind this clip you can see a metal shaft with a flared top that looks like a button. This is the shift lock override button. Reach in behind the wiring clip with your right hand and press this button in. With the engine running, hold the button in with your right hand, press on the brake, and shift out of park with your left hand.

Now you can drive the car to your mechanic (or to your own garage) to find out why the shift lock solenoid is not working. On mine it was obvious. A wire going into that clip near the override button came loose and there was no power to the shift lock solenoid. I removed the clip, reattached the wire, and replaced the clip. Problem solved, fixed for free!

The neutral safety switch is used in automatics and prevents the car from being started in gear. In your car it should be located atop the transaxle near the shift cable. There may be two switches on this model that screw into the trans. housing. One is the backup lights switch, the taller one is the neutral safety. Check for a problem with the shift cable. If the trans is not really in either park or neutral, it's not going to actuate the switch. If the car is a stick, there is instead, a safety switch actuated by the clutch pedal.

There should be a decal on the bottom side of your hood, or somewhere in the engine compartment. If there isn't just put it on the crankshaft (bottom pulley) and go ribs to ribs, and flats to flats, and work your way around.

2006 monte carlo has not power at all

If the fuses are ok, then check all main relays, then I would say its the ignition switch, if no power to anything. The ignition switch supplies and controls about 50 percent of your vehicle's total power needs. Its worth a try.
