If the handle broke you can grab the cord with a pair of pliers or vice grips and pull the cord. If it broke under the hood then you will have to see if you can see the latch under the hood then maybe with a screwdriver you might be able to pry the latch to the side and the hood should pop up. Let me know if it was the right information that I have provided.
SOURCE: HOOD RELEASE CABLE BROKE, HOW
After trying to pull the cable from under the hood and accidently working it loose from the latch, I had a mechanic come out to the vehicle, and he drilled two 3/4" holes that lined up with the latch mounting screws so that he could dismount the latch mechanism from the body of the Jeep. Then the whole latch assembly came loose with the hood. Next, he reattached the latch, and then attached a wire to the latch so that it can be pulled to work the mechanism without the old cable at all, though at the expense of security, because now it can be opened from outside the vehicle, but it's difficult to find unless you know what you're looking for. This might be a little more than most people are willing to do, but it worked for me.

Get a long screwdriver and try to release the secondary latch that way. Or if you have small hands reach up under the hood and pull the secondary latch toward the left.

one way would be to take off the bumber and pry it open. these cars should have back up plans but they dont. lol once you get it open try going to a junk yard and taking one out of another car. if not then buy one and get it put in professionally because its very difficult to do.

SOURCE: hood release is broken...need to open hood
This happened to me. I just attached a piece of strong string to the cable and looped it through the front grill. Now to open my hood I either pull it from their or I get underneath it & pull. No problems.
