I lost my 2013 Honda accord key with fob factory alarm controls and I have another Honda accord key with remote control but it doesn't unlock or start ignition switch.... What can I do to program key

To arm content theft alarm. 1. Open the door. 2. Lock the door with the power door lock switch or the remote keyless entry transmitter. The SECURITY light should flash. 3. Close all doors. The SECURITY light should go off after approximately 30 seconds. The alarm is not armed until the SECURITY light goes off.
If a locked door is opened without the key or the remote keyless entry transmitter, the alarm will go off. The headlamps and parking lamps will flash for two minutes, and the horn will sound for 30 seconds, then will turn off to save the battery power.
Getting into a car that has the security system by unlocking the door with the key will set the alarm off. Usually you can relock and unlock the door with the key and the alarm will be turned off. There are several things that can set off an alarm depending on the sensors, so do you have a remote key FOB and if so does it work. If the remote is damaged the car might not start. If battery in remote is dead it also might not start. However, there should be a key fob slot somewhere inside the car ( usually around the driver side knee area or inside center console ). I never worked on a 2013 Accord so I don't know the exact location, but your Service Manual should show you exactly where it is located. From my experience with Nissan dead key fob has to be in slot for car to start. Lexus/Toyota you have to tap push button START/STOP couple times with the remote fob for it to start.
Aftermarket alarm system?? If so it could be anything with that alarm. If it's the factory security system, this is totally normal. When you disconnect the battery and reconnect it, the system resets and automatically "panics" because it saw the power failure. If it's the factory system, simply have the key fob handy to turn it off after you connect the battery. If you don't have a remote fob, just put the key in the driver's door and unlock it. This will override and shut off the system.

Programming When Remote control added or replaced. System malfunction. How Obtain all remote controls. A maximum of 3 remote controls can be programmed. Switch ignition ON. Repeat procedure below 3 times: Within 4 seconds: Press lock or unlock button. Within 4 seconds: Switch ignition OFF. Within 4 seconds: Switch ignition ON. Within 4 seconds: Press lock or unlock button. System should now lock or unlock vehicle. Within 4 seconds: Press lock or unlock button. Within 10 seconds: Press lock or unlock button of first remote control. System should now lock or unlock vehicle. Press lock or unlock button of second remote control. System should now lock or unlock vehicle. Press lock or unlock button of third remote control. System should now lock or unlock vehicle. Switch ignition OFF. Remove key. Check operation of all programmed remote controls.
