it is controlled by an electronic actuator. look up blend door actuator on google with your year make and modle and it will show a diagram and location, also a part number if you would like to replace.
Sounds like the heater control valve/ blend door. The actuator may be stuck or broken. The actuator opens and closes to adjust for the heat setting in the car. You might be able to take a coathanger and manually open the door if you can get to the control arm. They are usually hard to get to and pretty expensive. It is located under the dash at the heater core box. Good luck.

yes, actuator--black box with motor and gears inside that rotates the blend door. I think yours is right on the front of the heater box, to the right of center under dash. Remove actuator and check door for proper operation. If it opens and closes smoothly by hand, replace the actuator. If the door is sticking, you will probably have to take the heater box out of the car, split it open, and repair whatever is keeping it from opening.
the blend door actuator is bad. there about 70 dollars at ford. make sure you hook up the actuator and put the control on defrost before you bolt it on the air box or you will brake the blend door.
