At 115k miles my 98 xk8 started giving me a false coolant level low indicator and the fans came on, and stayed on, very soon after startup. The temp gauge was sitting in the middle of the range. I replaced the water pump, it had a broken impeller, the hoses and the thermostat housing. The housing is plastic and a metal after market unit replaced it. The fans no longer come on, the temp gauge is a little lower, it got 25 mph averaging 70 mph from Santa Cruz to Thousand Oaks California, a 323 mile trip. The car got 22 mph on the return trip as I was fighting a stiff head wind all the back up the Salinas Valley. One would expect the hoses to be at end of life after 11 years and 115K miles.

Depending on the car,, there can be an issue w the coolant level sensor, coolant temp sensor, coolant low or electrical. If its running hot, ck coolant, fans, level etc. Have the ecm scanned for codes to give u a head start. A bad thermostat is a slim poss. too. Scan it first to ck sensors readings & ck fluid levels
Two cooling fans controlled by three relay's . If only one fan is working ,that could be a problem .
Coolant Level Sensor Description
The coolant level sensor monitors the coolant level in the cooling system and indicates if the coolant is low. This sensor is located at the base of the radiator surge tank and is not serviceable.

The IPC receives a discrete input from the engine coolant level switch. The engine coolant level switch is normally closed. When the engine coolant is low, the engine coolant level switch opens. When the IPC receives an open signal from the engine coolant level switch, the IPC displays the message on the DIC.

The engine coolant level switch grounds the indicator with the coolant level in the coolant reservoir below the minimum recommended level. The engine coolant level indicator module is on the right side of the radiator just down below from the radiator cap !
Low Engine Coolant Indicator Always On
In most newer chevys, the coolant reservoir is part of the pressurized system. Rather than just holding overflow coolant and relying on the radiator pressure cap to draw from and expel to the reservoir, it is an active part of the cooling system. On these systems, there is a coolant level switch in the reservoir. This will activate if the level in the reservoir gets below a certain point. So it is possible to have a full radiator and still get a low coolant light. Be advised that as the reservoir ages and get stained, it is not uncommon for the low coolant sensor to give false indications of low coolant.
I would recommend first to check the coolant level. If the coolant level is too low it can cause the fan to run if it detects too low of a coolant level. Also, the low warning can be a result of a low level. Make sure to check the level with the engine cold, and not running.
There are electric cooling fans which have Relays and the fans themselves can break. These are triggered by separate heat sensors other than the one that controls the dash indicator.
Once you add coolant, if it stays full, you are okay for water volume. But water alone does not cool the engine. The electric cooling fans are just as important.
If the coolant level drops again, there are 2 potential problems for the loss. A leak or boiling over. You can tape a paper towel around the overflow tube discharge at the bottom of the car to verify that the water is being lost out the overflow.
Another thing to consider is that the cooling fans may have 2 speeds and high speed may not be working.
The low coolant switch may be stuck, and you may even have to replace it. Last time I replaced one it was in the radiator. Also make sure the level is good in the radiator when cool.
