if you bought the car new or used then check the glove box to see it the owners manual is there. it will show you which fuse works what and the size of the fuse to use.
May need the washer pump replaced...check the "help wall" at your local parts store. A manual may be available at your nearby salvage yard...you can find this online too. Hope this helps.

If you have towing insurance ( A lot of people do and don't know it-you can call your company) I'd have it towed off the road , which is the safe thing to do. Figuring out what is wrong could take a while.) You do need to get to a repair shop, unless you can work on it yourself. It could be the 02 sensor wires. Something to check.
FYI Towing insurance is only about $6-8 a YEAR which is totally cheap if you break down. I found this out after my first tow!
