I have exactly the same problem and codes you listed on my 2000 Camry 4 cyl. I replaced the plugs which had no effect. My friend mechanic said the problem is deffinitely the wires and I could also need to replace the coil pack.

Either you have a vacuum leak, a bad throttle body position sensor, or a bad throttle body.
If the throttle body is drive by wire (electronic) then it would be a bad throttle body.
If the throttle body is drive by cable (manually driven by a cable connected to the gas peddle) then it would be a bad throttle position sensor.
If the throttle body is bad the check engine light wil lbe on. If it is on have your codes read at your local parts dealer for free, and this will give you a clue as to which pices/parts you need to replace.
Have the car leak tested and the vacuum linse inspected for leaks as well.

don't know what the mats would have to do with this , unless they blocked the travel of the gas pedal,, but anyway ,, check the rotor and the distributor cap for worn or bad spots,, clean them off then try again, your plugs could be worn, and need replacement,, and also , if you have fuel injection,, clean the throttle body, remove the air cleaner tube from the motor, and spray some carb cleaner into the opening, , open the flapper plate and clean that too, wipe off any excess with a clean rag, those are basic steps to check when having the problem your having, if none of this helps ,, then replace the idle control sensor
