Recently tranny rebuilt. Took back to the people who fixed it who said it was told its memory code changing out but it flutters sometimes
#1) Low or dirty transmission fluid #2) Wire/circuit issue shorted to power or ground #3) Failed torque converter clutch (TCC) solenoid #4) Failed TCC assembly in the torque converter.....
Since Transmission has been rebuilt I would strongly suspect the TCC solenoid and/or its wiring...When transmission was rebuilt did the TCC get replaced? If so, due to being intermittent, Check the TCC plug (both female and male) for bent or dirty contacts...also insure you have close to zero ohms of resistance from negative battery post to transmission case...A poor ground will cause a problem and be at times...saailer

Check transmission fluid level first. Make note if the fluid color is dark brown and smells burnt you probably have a serious problem. If fluid is full, you probably have pump failure. Trans will need to be overhauled or replaced.

if it was me I would check the sensors on the transmission first and if those are ok I hate to tell you it could be your torque converter

Do you mean the van is actually braking like a Starsky and Hutch move or that the warning lights indicate that they are on? If its lights then you may be low on brake fluid. Maybe a module leak

The OD light flashing is something you need to have checked using a scanner. Since this trans. was recently rebuilt,you want to get it checked soon. The transmission can default to full line pressure and this can cause damage. Also if the unit isn't locking up, it can cause the transmission to overheat.
The airbag light on and the horn not working are probably tied into the clock-spring. This is the most common concern with the symptom you have. Again,you can have the code pulled to confirm the problem or you can use a DVOM (Digital volt/ohm meter) and check for continuity through the clock-spring. If you want to check it yourself,let me know and I will get you the steps to down the system and the wiring diagram.
