Hi, you can download a manual here:

SOURCE: 1999 ford explorer xlt
You should be able to download a pdf version of your owners manual from here :
https://www.fleet.ford.com/maintenance/owners_manuals/default.asp
SOURCE: ABS light
If the ABS light is on then there is a fault in the anti lock brake system . This system monitor all the wheel speed and determines what wheels to apply the brakes to during a panic stop. The ABS light will have to be diagnosed by a qualified technican.
SOURCE: I need a fuse box diagram for a 2005 Ford
best bet is to buy a chilitons manual makes it easy when doing work on it at home
The flasher relay is on the top side of the fuse panel which is
located under the dash on the driver's side. The owner's manual
suggests seeing the dealer for servicing of the relay box because the
fuse panel has to be moved to gain access.
