It's more then likely the sending unit in the fuel tank but you should have checked first . This vehicle's fuel send units input is to the PCM - powertrain control module not directly to the fuel gauge . The fuel level information is sent from the PCM on the CCD data communication network to which the instrument cluster reads it . i bet you dont have a scan tool, and can't
but is first after checking both fuses to the cluster.

ok ill guess, bad cluster, ever price one? so my answer is no good.

my 1996 jeep is doing the same thing.the fuse I have been changing is under hood in fuse panel on left 20 amp sm. in center of fuse panel closest to bat.

Check VSS Vehicule Speed Sensor wire may be corroted, bad connection or faulty; if 2wd the adaptor is located on the extension housing of the transmission (left side)
if 4wd look on transfer case extension (left side)

I HAVE A 98 CHEROKEE ,4.0 , I HAD THE SAME PROBLEM , I REPLACED THE COMPUTER WITH A USED ONE FROM THE JUNKYARD , THE GAUGES WORK FINE NOW, I HOPE THIS HELPS ,,,
