If it comes on dim sounds like a ground issue check the harness from the bulb harness to firewall radiator support see if ground is clean wire is not split or corroded

Always check easy things first. 1. Check and replace all bulbs especially if old. 2. Check under hood for bad fuse. 3. Use test metrometer to ensure power to fuse connection. There are inexpensive testing meter lights available. Wires to lights can melt coating over time and you may need replacements. If fuses, wires and bulbs are good, then change headlight switch or wire to the headlight has gone bad. Use a voltmeter to test headlight plug.
If this does not work, try using a voltmeter on the plug for the bad headlight. Turn on the ignition, and turn the headlight switch. If the voltmeter shows no voltage, then either your switch or the wiring leading to the headlight has gone bad

I'd replace the bulb first, if the filaments break and touch each other the right way, you'll get this problem. ..if that doesn't do it, I'd suspect the relay module, switch it out with the fan module like the guy said...if that's not it, then you're looking at a bad ground or the switch itself...oh yeah, make sure your fingers do not touch the bulb, it runs too hot and fingerprint oil will crack the glass...
SOURCE: 2003 GMC Envoy low beam head lights will not come
The problem is a Headlight module. Fuse box under the hood has two black modules side by side, the one on your right is the headlight module the one on the left is the fan module. Try swapping them, if the headlights work replace bad module, don't drive vehicle with the bad module in the fan slot. Mine kept going bad because I had a high intensity bulb on one side.
SOURCE: Low beams don't work; High beams fine. Not the
some have fuse under hood for high beams & low beams,,if ok,,u mite need a high & low beam switch,,,,
SOURCE: I have a 2006 Envoy. My high beams come on, but
theres a chance both of the low beam bulbs went out pretty close to the same time. if you have a test light check to see if you have power at the bulb connector with the lights turnd on
