Check the dimmer switch the wheel beside the head light switch. See if someone just turned them off. If not the dimmer might need to be replaced.

Remove the four screws, as you did, and then you need to unplug all of the electrical connections on the right side and on the left side of the panel. You need patience and skinnny hands. Make sure the battery is disconnected before you start. When you replace the dash, screw the screws in LIGHTLY or you will destroy the screw holes and then you will not be able to hold the dash in place.

These are all different circuits. The brake lights are on a 10amp fuse - the headlights are on a 50amp fuse - and the parking and dash lights are on a 20amp fuse.
Do you have power going into the headlight switch and the brake light switch ?

My headlights have quit working on my 1994 Chevy 1500 pickup. I replaced the headlight switch but they still don't work. The parking lights come on but not the headlights

Try checking both a; your fuses, and b; check your bulbs. You should have two fuse boxes, one under hood and one in or under the dash. Check those for bad, blown or weak fuses. And check your headlights bulbs for them being good and their connection. If this doesn't fix your problem, you may check out your highbeam switch.

No Dash lights, or tail lights. All fuses and bulbs are good. Headlights and turn signals fine. Very confused....please help.

Sounds as if you may have a short did you check the bulbs? I would check the bulbs and make sure they are good. when you lift the rear hatch lid search around the wires and see if you have a exposed wire or perhaps a loose wire connection. Allot of times wires in a vehicle that year start getting frayed and worn from putting different items in the rear of the vehicle.

sounds like the headlight switch needs to be replaced. it controls the headlights and dims the dash lights.

test the ignition switch or look for a burnt connector to the switch, if the connector is burnt/melted replace the connector and the switch.
