The starter gear is not engaging the flywheel.
Have someone, a safe distance from the car, tap on the starter with a long baseball bat, while you try to start the engine. This will usually jar the solenoid gear so it will engage.
If this works then the starter gear area, needs to be cleaned.
If that doesn't work, the starter probably needs to be replaced.

I would guess (without further info from you) that the solenoid on the starter OR the starter itself require R&R. (presuming that you battery is fully charged)

A Valve Adjustment If Done Yourself Will Take A Repair Manual, Feeler Gauges And A Wrench.
The Timing Chain Is Usually A Steady Scrapping Sound.
