What could be broken on my Saturn ion? It tries to turn over but all I get is a whizzing or whirling sound. The last time it did start I was getting a clicking noise moving or not, the higher the RPM's the faster the clicking

The starter gear is not engaging the flywheel.
Have someone, a safe distance from the car, tap on the starter with a long baseball bat, while you try to start the engine. This will usually jar the solenoid gear so it will engage.
If this works then the starter gear area, needs to be cleaned.

If that doesn't work, the starter probably needs to be replaced.

I would guess (without further info from you) that the solenoid on the starter OR the starter itself require R&R. (presuming that you battery is fully charged)
