Either the linkage in the door is broken or the window is off track. Either way you will have to remove the door panel to check it out. If any of the plastic clips break when popping off the panel, you can get them at a auto parts store.
normally in a situation like this where all other power windows are (assumed to be) still operational there is 2 things usually at fault to the same component the actuator motor for the power windows. you can attempt to remove the component yourself and clean the contacts with an electrical parts cleaning spray (from any auto parts store) and see if that helps otherwise you will need to replace it.
