Air Bag Test procedure:- Tests/Procedures: 1. Check the powers and grounds at the Air Bag Control Module (ABCM), perform a voltage drop at pins 14 and 15 for the power supplies, less than 0.5 volt difference should be seen. Next check the ground at the ABCM, less than a 50 mV drop should be seen there. Replace the ABCM module.
Another check as follows for Clock spring:- 1. Unplug the driver's side air bag connector. Recheck codes. If the code now is a Driver's Side Squib Open, replace the driver's air bag.

2. If the code still returns, then perform the same test before the clockspring. If the code now goes to Driver's Side Squib Open, then replace the clockspring.
Here is how you test the Horn System:-

Have the codes read first. It costs, but could save you money. Clock springs aren't fixed. just replaced . Can be up to $150, if you buy it and install it. You need the tools to do it also. Steering wheels are a pain and I have the tools to do most of them. And depending on the year make and model of your car, you may have to remove a lot more parts to fix it. Air bag systems are expensive. Some cars are totaled out because of air bags. Just for fender benders.

Could be a wiring problem or the clockspring in the steering column.
You would need to pull the steering wheel and test the circuits.

Working on the airbag system can be tricky. You would need a shop manual and a meter to do the testing. If you set off the air bag it can explode in front of you.

SOURCE: 1998 Dodge Grand Caravan Horn Not Working

The most common problem with this is the clockspring, it is located just under the steering wheel. It will cause the horn not to work, airbag light to come on, and the cruise not to work. There is probably a recall on this. Contact a local dealer to see if the recall applies to your car.

SOURCE: Airbag dash light

Transport Canada Vehicle Recalls & Defects Database Transport Canada Recall # 2007169 Recall Date:  2007/05/30 Notification Type:  Recalls Audit System:  Airbag Manufacturer Recall Number:  G09 Units Affected:  question.gif 51,000 Category: Minivan Recall Details: On certain vehicles the left or right front supplemental airbag sensors may crack under certain conditions, which can allow water to enter into the sensor. This can cause the airbag warning lamp to illuminate. A malfunction of one or both of the supplemental sensors will not adversely affect safety or cause a failure to comply with government standards. The single-point sensor in these vehicles, which is located in the airbag control module, is operational even if both supplemental sensors are inoperative. DaimlerChrysler has decided to launch a Customer Satisfaction Notification to advise customers that these front airbag sensors will be replaced with redesigned sensors to reduce the potential for damage. This action is not being conducted under the Motor Vehicle Safety Act.

SOURCE: 1997 Dodge Caravan Horn and Airbag light

It's the " clock spring " . Dodge has a lifetime recall / replacement on this part. Somehow it controls the air bag and is tied into the horn and cruise control .

SOURCE: The airbag light in dash staying on in my 2004

Under driver and passenger seats are wires that go to seat belt anchors. These are tensioner wires.Unplug the wires from the plug under the seat.clean and replace.Doing this while the ignition is turned off. Then turn ignition back on.In 90% of the time this is your problem.Constant movement of seat causes this or rear passengers kicking plugs off.Good luck phil.

. Airbag light stays on

A common problem across the whole range of cars. They could be a genuine fault, a faulty sensor or a wiring problem. Best thing to do is get the fault diagnosed with a reader to determine the actual fault or faults. Ask around as a friend of a friend may have one or contact a local mechanic.
Often the airbag light is just a bad wire under the seat as the seat is moved back and forth whilst adjusting it. Wiggle the wires and see if the fault can be reset with the OBD reader mentioned earlier.

Car horn doesn't work, airbag light on, but car alarm works

The problem is likely with the clockspring in the steering column. The wiring for the horn button and the driver's air bag go through the clockspring. If you want to fix it yourself, I can probably find the procedure for you, but this is really a job for a professional auto electrician.

Horn doesn't work, abs light on dash stays on and also cruise control does not work either

Typical reason for no cruise and horn is a bad clock spring underneath the airbag. Typically you have an airbag light on as well and not an abs light

Your clockspring is bad. It lives behind the steering wheel.

My airbag light and horn not working on my crysler voyager 1997

hey guys with problems with the air bag lights on and horn not working in Chrysler Voyager...

this is the problem with the steering wheel clockwork spring. The connector that brings the wires from the steering wheel instruments (hord, airbag, cruise control) and takes it through the steering column to the car body but allows steering wheel to rotate without breaking the wires. The dealer should have adivised you that there is a life long warrantly from manufacturer of this part. There was a recall notice issued by Chrysler in 2003/4 to bring in car for replacement of part if the Airbag light came on. I got mine done last year under the recall.
