Air Bag Test procedure:-
Tests/Procedures:
1. Check the powers and grounds at the Air Bag Control Module (ABCM), perform a voltage drop at pins 14 and 15 for the power supplies, less than 0.5 volt difference should be seen. Next check the ground at the ABCM, less than a 50 mV drop should be seen there.
Replace the ABCM module.
Another check as follows for Clock spring:-
1. Unplug the driver's side air bag connector. Recheck codes. If the code now is a Driver's Side Squib Open, replace the driver's air bag.
2. If the code still returns, then perform the same test before the clockspring. If the code now goes to Driver's Side Squib Open, then replace the clockspring.
Here is how you test the Horn System:-

1. REFER TO HORN RELAY TEST.2. CHECK HORN RELAY TERMINAL 7 IN JUNCTION BLOCK FOR CONTINUITY TO GROUND INDICATES:A. WIRING HARNESS SHORTED TO GROUND.B. FIND THE SHORT AND REPAIR AS NECESSARY.3. REMOVE DRIVER AIRBAG MODULE AND CHECK FOR RUBBING, SHORTED OR LOOSE WIRE CONNECTOR AND REPAIR AS NECESSARY.4. REPLACE DRIVER AIRBAG MODULE.5. REPLACE DRIVER AIRBAG MODULE.
HORN SOUND INTERMITTENTLY AS THE STEERING WHEEL IS TURNED.
1. HORN RELAY CONTROL CIRCUIT 3 IS SHORTED TO GROUND INSIDE STEERING WHEEL.2. PINCHED HORN SWITCH WIRE UNDER DRIVER AIRBAG MODULE3. DEFECTIVE HORNSWITCH
1. REMOVE DRIVER AIRBAG MODULE AND CHECK FOR RUBBING OR LOOSE WIRE/CONNECTOR, REPAIR AS NECESSARY.2. REPLACE DRIVER AIRBAG MODULE.3. REPLACE DRIVER AIRBAG MODULE.
HORN DOES NOT SOUND
1. CHECK FUSE 18 IN THE JUNCTION BLOCK.2. NO VOLTAGE AT HORN RELAY TERMINALS 1 & 2 AND FUSE IS OK.3. OPEN CIRCUIT FROM TERMINAL 7 OF THE RELAY TO HORN SWITCH X3 CIRCUIT.4. DEFECTIVE OR DAMAGED HORN.5. DEFECTIVE HORN SWITCH
1. REPLACE FUSE IF BLOWN AS REPAIR AS NECESSARY.2. NO VOLTAGE, REPLACE JUNCTION BLOCK OR REPAIR AS NECESSARY.3. REPAIR CIRCUIT AS NECESSARY.4. VOLTAGE AT HORN WHEN HORN SWITCH IS PRESSED, REPLACEHORN.5. REPLACE DRIVER AIRBAG MODULE.
FUSE BLOWS WHEN HORN IS BLOWN
1. SHORT CIRCUIT IN HORN OR HORN WIRING
1. REMOVE HORN RELAY, CHECK FOR SHORTED HORN OR HORN WIRING. DISCONNECT HORN WIRE HARNESS TO ISOLATE SHORT AND REPAIR AS NECESSARY.
FUSE BLOWS WITHOUT BLOWING HORN
1. SHORT CIRCUIT
1. REMOVE RELAY, INSTALL NEW FUSE, IF FUSE DOES NOT BLOW REPLACEHORN RELAY. IF FUSE BLOWS WITH RELAY REMOVED, CHECK FOR SHORT TO GROUND WITH OHMMETER BETWEEN TERMINALS 1 & 2 AND THE FUSE TERMINAL. REPAIR AS NECESSARY.
Have the codes read first. It costs, but could save you money. Clock springs aren't fixed. just replaced . Can be up to $150, if you buy it and install it. You need the tools to do it also. Steering wheels are a pain and I have the tools to do most of them. And depending on the year make and model of your car, you may have to remove a lot more parts to fix it. Air bag systems are expensive. Some cars are totaled out because of air bags. Just for fender benders.
Could be a wiring problem or the clockspring in the steering column.
You would need to pull the steering wheel and test the circuits.

Working on the airbag system can be tricky. You would need a shop manual and a meter to do the testing. If you set off the air bag it can explode in front of you.

The most common problem with this is the clockspring, it is located just under the steering wheel. It will cause the horn not to work, airbag light to come on, and the cruise not to work. There is probably a recall on this. Contact a local dealer to see if the recall applies to your car.

It's the " clock spring " . Dodge has a lifetime recall / replacement on this part. Somehow it controls the air bag and is tied into the horn and cruise control .

Under driver and passenger seats are wires that go to seat belt anchors.These are tensioner wires.Unplug the wires from the plug under the seat.clean and replace.Doing this while the ignition is turned off.Then turn ignition back on.In 90% of the time this is your problem.Constant movement of seat causes this or rear passengers kicking plugs off.Good luck phil.
