The transmission would have to be dropped to correct this problem. However, if the car is driving and the transmission isn't slipping, you could have a bad sensor in the transmission but noting wrong with the mechanical part of the transmission. If money is tight and it isn't slipping, I would drive it until it has a further failure.

this transmission (model not stated) is electronically shifted.
the 2nd gear issues may be slip. does it slip in 2nd, if you drive crazy up hills? bingo>? (a pro mech does this. to find slip)
the TCM shifts the trans. (tranny brain, can be separate or in pcm)
so we do the below, first. before DROPS.

aka, slip or is in wrong gear.
ask questions, or get it serviced. with a shop that does transmission, seems yours, is clueless... to me..
Try changing your transmission fluid and filter, this may help. if not then you may have pressure control problems involving the pressure control solenoid possibly .

Have shop run an OHM test on your transmission sensors -- then have them replaced and rerun the OHM test. -- it's more than likely an input speed sensor that is not working properly and telling the jeep to go into "limp mode" hence your speed isn't changing but it can't read the actual speed.

Generally when you see a code like that it's caused by internal slipping inside the transmission so the input speed does not match the output expected speed. You may not need a new transmission but it will need a rebuild to correct!

take the tranny pan off and look for small pieces of plastic in the fluid. sounds like a sensor got chewed up inside the tranny and small pieces of plastic have been sucked up and contaminated the internals of the tranny. look at where the wires go into the tranny and try and look inside where the sensor pickups is poking through inside to see if it looks normal in there. its going to have to go to the transmission shop. hopefully it wont be too expensive. as sensors are cheaper to fix then bands and internals. get two estimates.

This means that you have a problem in the shift solenoids of this electronically controlled transmission or a fault in the mechanical part of the transmission, this can be hydraulic fluid pressure loose or a defective valve body. In order to know the exact nature of the fault with 2nd gear some diagnostic testing must be done.
