best ask a steering specialist shop as the engine identification shows a es300 as a 1mz-fe (3.0 ltr) and a ls400 as a 1uz-fe (4.0 ltr)

Usually caused by a loose or worn belt,but accompanied by alternator squealing when first started. But it could be dirt in the steering gear valve. It can also be air in the system. To eliminate air in the system, start the car after you're sure you have enough power steering fluid in the reservoir.Turn the steering full left until you hear it bypass,holding it there for 5 seconds.Now do the same while holding the steering fully to the right for 5 seconds. Check the steering fluid level against what it was a few minutes ago.If it dropped,you had air in the system. don-ohio (:^)
you need to bleed the rack. you can try to turn the steering wheel to the left and hold for 5 sec and then to the right and hold, continue this a few times check fluid and repeat. you can also try to loosen line on rack and turn wheel to bleed air out then tighten before turning wheel again.
I may have answer for the first problem. I found the cable in the trunk broken and shorted to other wires. It happened right at the driver side hinge. Because the cable were bending everytime the trunk open and close, the electrical cable broken and exposed. It messed up my 92 ls400 instrument light when I step on the brake.
check power steering levels i have the same year Gen I-III have a power steering defect PS fluid pumps into system then
out tail pipe, white smoke.Lexus fixed this in later models.. check

As mentioned check ps fluid. If it wines when turning and still no power then the pump is internally bad.. If the fluid is dissapearing fast then its a hose or most likely a leaking rack& pinion assembly..
hi check your front tyres are not over inflated if not you have a sticking valve some where in the power steering check the pump pressure first if ok the rack is at fault they do do overall kits for this yates210456
