When you replaced starter did you notice the condition of the
flywheel ring gear? My guess is the ring gear is very badly worn or somehow the positioning of the starter is such that it is off enough
that it runs into the ring inside the gear. Did you hit something in the road before this symptom started? Any chance someone tried to jack up the car and used the starter as a lifting point?
Accident? Are you sure it's your original engine? Ie they used to be very easy to change. Any other thing that would bend the mounting point on the engine? If manual transmission, try to move the engine a little by moving the car with clutch engaged.
If Automatic try to move ring gear with a tool if you can get to it.
If this action is sufficient to move the ring gear into a "good" spot
and the Starter will engage, you now know you have a few bad spots.

Check all your battery connections, especially the ground wire to the engine. I would recommend cleaning all your battery connections and terminals on the starter.

Hello, you may not be getting a signal from the ignition switch to the starter relay. Have you checked the starter relay? Also try jumping the relay with a small jumper wire & see if the starter will engage. I have found this to be the problem on a lot of the early hardbody trucks. Let me know the results. I hope this helps.

I have a 1999 vw beetle diesel that the starter does not engage when I try to start. I have a new battery that seems to be fully charged but the lights dim when in start mode but there is no noise.

Then remove the electrical starter motor out from the engine, and repair it by replacing the engaging coil & electrical brushes (if necessary).

Ignition clicks then turning key, won't start

The clicking noise is most likely coming from the regulator. There is likely insufficient power being senbt to the starter in order to engage the starter. Check these items in this order - condition of the battery (age and amps), whether the alternator is adequately charging the battery, whther the voltage regulator or the starter are worn out.

One test - can you jump start the car with another car - if so the starter and voltage reguilator are okay. the alternator can be tested at a local AutoZone or Advance Auto, usually for free. The battery can also be tested at the same locations.

While filling up the gas tank, I left the keys in ignition to listen to radio. When done car will not start. No sound at all. Tried jumping it off, Starter will not engage.

The wires are burned out because of the gear being lock out. all u do is go to the auto in ask them the wiring in starter is not working anymore.

On my 99 beetle the engine rotates but wont start and when you stop turning the key the engine whines would this be a starter problem?

Could very well be a starter problem, but I typically suggest that one should check out the condition of the battery (may not be throwing sufficient amps to crank the starter), and then the alternator to make certain the alternator is providing enough amps to fully charge the battery.

Sounds like the starter is actually turning, just not fully engaging. when a starter dies 6 out of 10 times it's a bad selenoid (causing a loud clicking sound instead of the starter engaging). Doesn't sound like your immediate problem.

Try jump starting the Beetle. If it starts that was it's probably a battery or alternator issue. If your successful in getting the car started your local autoparts store (AutoZone, Advance Auto or O'Reillys) can test your battery and alternator for Free. Call before you go to make certain that their testing equipment is functioning.

Won't start, starter will spin but will not engage fly wheel to crank up engine

Sounds like the starter drive is shot, best thing to do is replace starter with new or rebuild.
