It seems no one knows the answer. It may be a circuit breaker instead of a fuse. Or maybe a fuseable link.
I found several YouTube videos on replacing the motor, or replacing a plastic gear that's part of the system. If you watch them, it may point you to an answer.

How to tighten 1989 steering column?

There is a u-joint inside the steering column if you have tilt wheel. Which I don't think that I have ever seen a steering column get loose if there is not tilt wheel. If there is not tilt wheel then there are two bolts that hold the steering column up against the bottom side of the dash. You will just need to tighten these two bolts. If you do have tilt wheel, then it is going to require taking the steering column out and replacing the u-joint in the steering column.

Horn fuses all good but when i push button i don't have any horn or even hear relay. this all started after i had new bushing installed in steering wheel. Could the wires behind the wheel have been cut ?

Do you mean you had new bearings put in the top of the steering wheel column ? Do you have a tilt feature or a tilt / travel feature? Regardless, yes, the wire could have been cut, but I would suspect a poor connection in the slip ring or the horn pad connector was just not connected to the connector at the slip ring when it was put back together. Do you have cruise control switches on your steering wheel ? If so , I would pull steering wheel and check the slip ring connections first.

Okay first check your fuses ensure I turn on the headlights and the... they are good. Otherwise most lights are dim through the turn signals switch. Especially with tilt wheel over time due to the use of the tilt wheel the wires Bend and break you will need to gain access to the steering column by removing the panel to the steering column a test-light will determine where power starts and ends.

There is no secret button. It sounds like the linkage between the tilt lever and the tilt mechanism inside the steering column has come loose, or the mechanism is jammed. If that's the case, it's a complicated job to repair it, and because of the air bag in the wheel housing, should only be done by a qualified shop.
