There are several possible reasons why the 3rd brake light on your 2005 Chevy Malibu works only with the key in the accessory position and not when the car is running.
The brake light switch: The brake light switch is responsible for turning on the brake lights when the pedal is depressed. If the switch is malfunctioning, it may not be sending the signal to the brake light when the key is in the "on" or "start" position.
Electrical issue: An electrical issue with the wiring or a connection in the brake light circuit could be preventing the brake light from turning on.
The Body Control Module (BCM): The BCM controls various electrical functions in the car, including the brake lights. A malfunctioning BCM could prevent the brake light from turning on.
The Brake Light Relay: The relay could be defective and not allowing power to reach the brake light when the key is in the "on" or "start" position.
The code PO573 that is coming up is related to the brake light switch, it could be a symptom of the problem.
The cruise control not working can also be related to a problem with the brake light switch.

Ive never heard of a timing belt light, but there is a maintenance light that can be reset. Here the procedure:
To reset the maintenance reminder light:
Turn the ignition switch to the "ON" position.
Set the odometer/trip display to the odometer (ODO) mode.
Turn the ignition switch off.
Depress and hold the trip meter reset button while turning the ignition switch to the on position.
The maintenance reminder light will, illuminate for 3 seconds, blink for 2 seconds, illuminate solid for 1 second and then turn off.
Release the trip meter reset button.
Turn the ignition switch to the off position.
Turn the ignition switch to the on position.
Confirm that the maintenance light goes out.
Let me know if this helped you out!

Center is the off position. Position 2 is "on when doors are open", Position 1 is "on all the time". The switch (relay) that turns it on when the door opens is likely bad. Play with the button ont he door frame to see if this problem is there.
Also, check if the light comes on when you unlock the car when the swich is in position 1. If light does come on when unlocking, you have a bad switch on the door frame (turns light on when you open the door when the doors were already unlocked). If you don't get light, the switch by the dome light might be bad.
